This isn't encoding related, this is Joomla not letting you install the component. Have you tried enabling the ftp layer? If you submit a ticket I can try helping you out.

the ticket system needs the client area login info. If you can't get in, please use the contact menu above.

I Had same issue - you need to install from directory in Joomla 1.5 to ensure correct installation - the problem is caused by your server unzipping the files but not assigning the correct permissions.

Upload the joomla 1.5 component and unzip it in your temp folder on your server, then select install from directory and this should already be pointing to the folder called 'tmp' - this is where you unzipped the install package earlier?!?!

Do it this way and it should work - before doing thsi though ensure you have permissions set correctly - go to 'help' in your joomla installation admin backend and select 'system info' - you will see a link called 'directory permissions' - check these are all writeable - any red unwritable ones should be set to writable (minimum of 666 permissions - although I usually temporarily set as default to 777 albeit not the safest option!) - once they are all writeable try again.

If all else fails then do a manual install - but try unzipping as above and doing a directory install first!
