Currently it seems that an admin must choose between turning the Title and Comment fields on or off. It would be more flexible to allow these fields to be off or optional. For example, having them optional (instead of 'on') would allow someone to enter a rating without being required to enter a title or leaving a comment, if that's what they choose to do. Just a thought.
