There isn't one yet. For the upcoming release users have contributed new translations for Arabic, Slovak, French, Russian, Turkish; but no Dutch yet.

If your Joomla site is in dutch, the language file should be found in /locale/dut/LC_MESSAGES/default.po, otherwise you need to replace the one in the /eng folder. If you post the file or part of it here I can check it.

This is one of the few popular translations jReviews is still missing. If someone wants to contribute it I can add it to a future release. Currently jReviews is translated to ~17 languages Shocked

You don't have to, but it would be great if you did so I can incorporate it in the next release. You can also submit a ticket so I can send you the latest dev version which you can use to test your translation. Just include the Joomla version and whether you need ionCube or Zend.
