I am going to be setting up a site with Joomla and vBulletin with integration between the two with BBPIXEL (http://forum.bbpixel.com/)

Will jReviews work with this setup?

jReviews doesn't care what you use for user management as long as the information is available in the session which I suppose it will be using that bridge. You'll need to test it to find out.
