My site is currently using Drupal with 5star module and a modified version of comments.

I looked at the product to import items to be reviewed and that looks like it will work for importing the adoption agencies. My question is how I can import the reviews. I have around 1200 agencies and 1400 reviews and or comments.

I also need to know if there is a area to discuss a review. I am willing to pay for the import if necessary.

Comments and ratings cannot be imported using the CSV Import tool and you would need to do it manually using a database tool like phpmyadmin which allows export and import using CSV. The review info in jReviews is split in 2 tables (jreviews_comments and jreviews_ratings) and it's not possible to discuss reviews unless you use something like the Fireboard addon which is not available yet for jReviews 2.0.

You should install the trial and do some test import/exports to get a feel for how it works. You can post in the freelance board here to see if someone can help you out with this.
