At Host A I have a live Joomla 1.0 site with jReviews 1.2.06 installed.

Over at Host B, where I want to move my whole site, I successfully cloned the Joomla site and have been tweaking the general layout and template into shape as well as adding new content in preparation for the DNS switch to go live.

I've upgraded jReviews to 2.0 at the new, Host B site.

Meanwhile, back over at Host A, new members have registered and people have added listings and reviews.

My question is: how do I export the new content—members, listings and reviews—and insert it at the new site without overwriting the changes I've made there?

This isn't really a jReviews 2.0 specific question because you are asking about members as well. I am not sure what other changes you made on Host B, but assuming none of them are content related you would just need to export the user/category/section/content and all jReviews tables and import them on Host B.

For future moves, the easiest way I found to do this on a high traffic site like my own Wink is to move the database first to Host B, while maintaining all the files in Host A, then change the database settings in Host A to point to the database in Host B while you finish making your changes. When you are done in Host B, just change the DNS and you are all set because the database is already the one in use. I hope that makes sense. It worked great for me, but then again it was just a move. No dev work being done on the site.
