Hi Alejo
i could not find a suitable answer for the following, Is there such solution?
I want to have only one review/rate per user but that user can multiple times make comment on that content.

This is not possible because jReviews doesn't allow for just comments and the number of reviews per user is not configurable. It's either one or many. You may consider using something like Jom Comment for comments and putting the comments in a separate tab like other users have done.
